Tackling Early Years Workforce Challenges

The last annual report published by Ofsted on Early Years has shed light on significant workforce challenges impacting the quality of early childhood education. Key issues include low pay, challenging working conditions, inadequate professional development, insufficient qualifications, and poor leadership. The proportion of unqualified staff has increased each year from 16%ย in 2018 to 22% in 2024.These factors contribute to low staff well-being and high turnover rates, affecting the overall quality of care.

Critical issues highlighted are:ย 

  • Low Pay and Challenging Conditions: Many early years practitioners are struggling with low wages and demanding working conditions, leading to high turnover and difficulty in retaining skilled professionals.ย 
  • Lack of Professional Development: The absence of ongoing training opportunities limits staff growth and affects their ability to address the diverse needs of children effectively.ย 
  • Qualifications and Leadership: A significant number of early years staff lack necessary qualifications, and many settings suffer from weak leadership, further compounding the challenges. According to Ofsteadโ€™s report, there is a growing shortage of qualified and experienced early years staff. In nurseries and pre-schools, one in five staff has no relevant Early Years (EY) qualification, and the proportion of unqualified staff has increased from 16% in 2020 to 21% in 2023. A high proportion of inexperienced and unqualified staff can have a big impact on the quality of childcare.ย

The inspections conducted by Ofsted revealed that safeguarding was a top concern. Keeping children safe is a vital part of early years regulation and inspection. In 2023, 8% of fullโ€ฏEYRโ€ฏinspections found safeguarding to be ineffective, compared with 9% in the previous year. Providers judged inadequate or ineffective for safeguarding will be re-inspected within the same year. At year end, there were 24,900โ€ฏEYRโ€ฏproviders that had received a full inspection under theโ€ฏEIF. Of these, 1% were judged ineffective for safeguarding, which is the same proportion of providers judged inadequate overall. The most common reason for an ineffective safeguarding judgement is because staff lack knowledge and understanding of safeguarding policy or procedures, particularly those for reporting and responding to concerns about children. The risks in safeguarding have been identified due to following reasons:ย 

  • Incomplete inductions for new staff.ย 
  • Weak information-sharing practices.ย 
  • High staff turnover and reliance on temporary staff, compromising safeguarding quality.ย
